Configurations belong to one of three different, separate “scopes”, which determine which Preferences to use as the backing store for the configuration properties.
This scope means the configuration is stored in the system preferences and are visible for all users at the current maschine. Only user with administrating rights may be able to change their settings. The system scope must be used for services running on that maschine, because they are started with another user.
This scope means the configuration is stored in the user preferences and therefor is only visible for the user who has created it. It is recommended to use the user scope if possible in order to avoid security problems.
This scope means the configuration is not stored permanently at all, but only used for the current session. After stopping the current process, all temporary configurations are removed. This scope can be used for e.g. testing purposes.
